The best plan for a narrow block is not necessarily the narrowest plan in a catalogue. It is the plan that fits the verified buildable envelope, preserves useful access and private open space, works with sun and services, and can be constructed without avoidable site premiums. A compact rectangle often outperforms a more elaborate layout because every corner, corridor and roof junction consumes area or money.
This article retains its inherited Finance category, but its financial focus is site economics: how design choices create or avoid excavation, retaining, service relocation, crane access, bespoke structure and long-term energy costs. It does not promise approval, a fixed price, programme, rent, finance, valuation uplift or investment return.

What official sources establish
NSW Planning describes a secondary dwelling as development associated with a principal dwelling and says it may proceed with development consent or, where every applicable requirement is met, as complying development. Its guidance states that a detached or attached proposal generally needs a lot of at least 450 m² for the complying pathway; a proposal that misses that pathway may still be considered through a council development application. The current Housing SEPP and Codes SEPP are the primary NSW statutory references for relevant state controls and complying development. Eligibility depends on the complete current instrument, mapped constraints and the proposal—not one remembered dimension.
The NSW Planning Portal Spatial Viewer is an official starting point for zoning and mapped layers. A screen result must still be matched to the correct legal parcel and checked against source instruments, council records and current certificates.
BASIX guidance distinguishes a conversion of habitable space, conversion of non-habitable space, a newly constructed secondary dwelling, and simultaneous construction of principal and secondary dwellings. The National Construction Code supplies minimum technical building requirements; it does not create planning permission. The Australian Government’s Your Home guidance explains climate-responsive orientation, glazing, shading, insulation and ventilation principles. These sources support design decisions but do not replace a site-specific designer, engineer, energy assessor or certifier.
Four plan types that usually test well
1. The single-loaded linear plan
Rooms sit along one side of a short circulation spine, with windows and doors concentrated on the better solar or private side. This is often the strongest first test when the available envelope is long and narrow.
Strengths: simple structure and roof; efficient wet-area grouping; repeated wall and window details; good opportunity for north-facing living space where orientation permits.
Watch-outs: a corridor can waste scarce floor area; bedrooms at one end may be remote from the bathroom; windows along a boundary-facing wall may create privacy, fire-separation or approval issues. Test full-size furniture, door swings and storage rather than relying on room labels.
2. The open living core with bedrooms at each end
The kitchen, dining and living zone occupies the middle, with a bedroom at either end and bathroom/laundry consolidated near the kitchen. This can reduce corridor area and give occupants separation.
Strengths: efficient circulation; central social space; short plumbing runs; potential for cross-ventilation if lawful openings can be placed on both sides.
Watch-outs: living-room privacy and daylight can suffer if the building is squeezed between fences; acoustic separation from bedrooms needs deliberate doors, wardrobes or wall construction; the central zone must not become a dark passage.
3. The courtyard or notched plan
A small recess creates a protected entry, light court or outdoor connection. It may solve overlooking or bring daylight into the centre.
Strengths: improved identity and outlook; useful separation from the principal dwelling; targeted daylight where side setbacks are constrained.
Watch-outs: more external wall, corners, flashings and roof complexity generally mean more material, labour and maintenance exposure. A notch that looks attractive in plan may leave an unusable sliver outdoors. Price the simple rectangle and notched option on the same documented inclusions.
4. The compact two-storey plan
Building upward can preserve ground area where height, privacy, streetscape, access and planning controls permit it.
Strengths: smaller footprint; more retained landscape; possible separation of living and sleeping.
Watch-outs: stairs consume area and reduce accessibility; structure, scaffolding, fire and acoustic detailing can cost more; upper-level windows may intensify overlooking; construction beside an occupied house can be harder. Never assume that reduced footprint means reduced total cost.
The narrow-block decision framework
Use a scored comparison rather than choosing from appearance. Give each candidate plan a score from 0 (unresolved) to 3 (strong), and reject any plan with an unresolved legal or safety constraint.
- Lawful envelope: Is the plan drawn on a current feature and level survey with verified boundaries, easements, setbacks, site coverage, landscaped area, height and mapped constraints?
- Access: Can people, excavation equipment, concrete, structural components and emergency services reach the site? Is there a documented method rather than an assumption that everything can pass down the side?
- Services and drainage: Are sewer, stormwater, water, electricity and communications located? Can connections, grades, meters and maintenance access work without redesign?
- Liveability: Do furnished rooms, storage, waste handling, laundry, entries, privacy, daylight, ventilation and outdoor space work for the intended occupants?
- Climate response: Has the design used the useful orientation, controllable shading and appropriate glazing instead of compensating later with larger mechanical systems?
- Build simplicity: How many corners, structural transfers, roof junctions, custom widths and difficult trades are introduced?
- Whole-of-project cost: Does the comparison include design, reports, approvals, demolition, access measures, excavation, retaining, service work, landscaping, contingencies and operating implications?
- Future adaptability: Can a room support changing mobility, work or family needs without unapproved conversion?
Set three hold points: feasibility before buying a plan or paying a large design deposit; coordinated design before approval submission; and priced scope before signing a building contract.
Why site economics matters more than floor area
A price per square metre hides the cost drivers that dominate constrained sites. Two 60 m² designs can have very different economics. One may sit on a level, accessible pad with a simple roof and nearby services. The other may require hand excavation, pier engineering, pumping, retaining, traffic control, protection of the existing house and multiple service relocations.
Ask every tenderer to separate assumptions and allowances for:
- survey, geotechnical and engineering inputs;
- demolition, spoil classification and disposal;
- temporary access, cranage, pumps or small machinery;
- retaining walls, drainage and finished ground levels;
- authority connections, upgrades, meters and trenching;
- protection and reinstatement of the principal dwelling, driveway and landscaping;
- BASIX or equivalent commitments and specified products;
- exclusions, provisional sums, escalation terms and variation margins.
Do not treat the cheapest base plan as the cheapest completed project. Conversely, do not assume a complex site makes development unviable: it means the uncertainty must be investigated and priced before commitment.
Evidence to obtain before selecting the plan
Request a current title and deposited plan, feature and level survey, planning property report, sewer and service information, arborist or hazard advice where relevant, concept site plan, furnished floor plans, elevations, shadow or privacy material where needed, preliminary drainage approach, construction-access plan, and a written approval-pathway opinion.
The design comparison should show the same scope and occupancy assumptions. Keep dated versions and record why one option was rejected. Later, retain approved drawings, BASIX or equivalent certificates, engineering, product selections, variations, inspections, occupation documentation and maintenance information.
Risks and questions to put to the team
Key risks are designing to the fence rather than the surveyed boundary; overlooking easements or trees; locating bedrooms beside noisy entries; losing all practical outdoor space; specifying windows that cannot lawfully remain; assuming a standard service connection; and accepting allowances that transfer most site risk back to the owner.
Ask:
- Which current rule establishes this envelope, and what could disqualify the proposed pathway?
- Which dimensions are survey-based and which remain assumptions?
- How will construction materials and equipment reach the rear?
- What happens to stormwater in the design event required by the authority?
- Which rooms receive useful daylight and controllable summer sun?
- Can occupants reach bins, meters and private open space without crossing the other household’s private zone?
- What is excluded from the price, and which allowance is most likely to change?
- Does the approval, design and building classification support the intended use?
Practical conclusion
For many narrow blocks, begin with a simple single-storey rectangle, grouped wet areas, minimal corridor, demonstrated furniture layouts and a deliberate relationship to one useful outdoor edge. Test a courtyard only when it solves a measured daylight, privacy or entry problem. Test two storeys only after accessibility, overlooking, construction and cost consequences are visible.
The “best” floor plan is therefore a documented decision, not a universal drawing. It should survive legal, spatial, construction, household and cost checks with fewer unresolved assumptions than the alternatives.
