“Prefab” and “custom” describe procurement and design approaches, not guaranteed outcomes. A prefabricated granny flat may use panels, pods or substantially completed modules made off site. A custom granny flat is usually designed around the property and constructed mainly on site. Many projects are hybrids: a standardised structural system with a site-specific layout, façade, foundation and service design.

Compare two complete, buildable proposals for the same site and brief, measured against the same scope, evidence and risks.

Start with the site and intended use

Document who will use the dwelling, for how long and with what needs. Consider privacy, step-free access, bedroom separation, work or study, storage, outdoor space, parking impacts and future adaptability. A compact standard module can be excellent when it genuinely fits the household; it is poor value when everyday compromises require costly alterations later.

Investigate boundaries, easements, trees, slope, soil, hazards, drainage, utilities, solar access, privacy and construction access. For prefab, add the transport route, overhead wires, crane position, bearing capacity and assembly space. For custom work, add material storage, worker access and temporary services.

In NSW, a secondary dwelling is established with a principal dwelling on the same lot. NSW Planning says it may proceed with consent or as complying development when all relevant standards are met. The published guidance identifies a general 450-square-metre minimum lot size for detached or attached complying development, with a different position where the dwelling is wholly within an existing house. Missing the complying standards does not automatically prohibit a proposal; a council development application may be another pathway. Obtain property-specific advice before selecting a product.

Compare like with like

Create a controlled brief and require both options to respond to it. At minimum, compare:

Do not score a category until the supplier identifies the supporting document. “Included” should point to a specification or contract item. “Compliant” should point to a competent assessment, approval or applicable product evidence.

What prefab can do well

Off-site manufacture can provide repeatable processes, reduce weather exposure and shorten on-site assembly. Standardisation may simplify selections, while factory access can assist some inspections.

Those advantages are conditional. The module still needs a lawful location, suitable foundations, compliant connections and certified completion. Transport dimensions may constrain the plan. A tight site may need a costly crane or make delivery impossible. Interfaces between factory and site work—waterproofing, structural connections, fire separation, services and weather sealing—need named responsibility and inspection.

The BASIX guidance distinguishes new secondary dwellings from conversions and from projects where principal and secondary dwellings are constructed together. The correct project classification and certificate must reflect the actual work. A standard model’s previous certificate or approval does not transfer automatically to another property.

What custom design can do well

A custom design can respond to an irregular lot, slope, solar orientation, trees, privacy and a specific household. It may use limited buildable area better and integrate accessibility rather than add it to a standard plan later.

Custom does not mean unlimited freedom. Planning controls, the National Construction Code, engineering, BASIX commitments, budget and buildability remain constraints. More design choices require disciplined briefing and timely decisions. Incomplete documentation can lead to incomparable tenders, allowances and variations.

The NCC sets minimum technical requirements for Australian buildings, subject to the applicable edition and state or territory variations. It is not a planning approval and does not by itself establish that a particular proprietary system, detail or whole dwelling complies. Ask who will assemble the project’s design, engineering, product and installation evidence for the certifier.

Procurement evidence to demand

Before choosing either route, request a proposal based on a named drawing and specification revision. The evidence pack should include:

  • supplier and contracting entity details, ABN and applicable licences;
  • site assessment and explicit design assumptions;
  • complete inclusions, exclusions, prime-cost items and provisional sums;
  • foundations, earthworks, retaining, drainage and service scopes;
  • for prefab, factory, transport, lifting, assembly and site-connection scopes;
  • product technical information, engineering and relevant conformity evidence;
  • responsibility for planning, BASIX, building approval, inspections and occupation documentation;
  • programme with design-freeze, approval, manufacture, site works and handover milestones;
  • payment schedule, deposit treatment, variation process and delay provisions;
  • insurances, statutory cover where applicable, warranties and defect process; and
  • handover documents, maintenance instructions and as-built records.

NSW Government guidance supports careful preparation, while Service NSW provides a licence-checking service. Check the exact legal entity contracting and performing or supervising the work.

The ACCC explains that contracts create enforceable responsibilities and consumer guarantees cannot be removed by contract terms. General protections do not make every term suitable. Obtain legal advice, especially where large prefab payments precede delivery.

Questions to ask prefab suppliers

  • Is this a complete dwelling price or a factory/module price?
  • Which site investigations have been completed, and which conditions remain assumed?
  • Who designs and warrants foundations, tie-downs and module-to-site connections?
  • Who obtains approvals, BASIX documentation, engineering and occupation evidence?
  • Can the module travel from the factory to the exact crane position, and who has surveyed the route?
  • Are transport permits, escorts, craneage, traffic control and utility shutdowns included?
  • When does legal title and risk in materials or modules pass to the owner?
  • How are deposits and off-site progress payments protected if the supplier becomes insolvent?
  • May the owner, lender, certifier or independent inspector inspect work in the factory?
  • Which products or systems require evidence of suitability, and who supplies it?
  • Who rectifies damage occurring during transport, lifting, joining or weather exposure?
  • Which works are performed by separate site contractors, and who coordinates defects at their interfaces?

Questions to ask custom designers and builders

  • What site opportunities justify a custom solution, and which features are merely preferences?
  • What survey, planning, engineering and service information informs the design?
  • When will the design be sufficiently resolved for comparable pricing?
  • Which selections and details must be complete before a fixed price is credible?
  • How have solar access, privacy, ventilation, storage, accessibility and maintenance been addressed?
  • Who coordinates architecture, structure, hydraulics, energy commitments and external works?
  • What provisional sums or prime-cost items remain, and on what quantities are they based?
  • What site constraints could change the price or programme?
  • What inspection hold points apply before work is concealed?
  • How will variations affect approvals, engineering, BASIX, cost and completion?
  • What drawings, certificates, warranties and maintenance records will be delivered at handover?

Finance questions for either option

Ask your lender or broker how it treats the proposed method before committing. Will it fund off-site manufacture or only work incorporated into the mortgaged land? What contract, approvals, valuation and insurance evidence are required? Does the payment schedule align with lender stages? Must owner funds be used first? How are variations, valuation shortfalls and delayed drawdowns managed?

Prefab can create a cash-flow gap when the supplier requires a large factory payment before the lender recognises equivalent on-site value. Custom work can create a gap when documentation is incomplete and variations exceed the approved amount. Neither route is inherently easier to finance; the answer depends on lender policy, security, borrower circumstances, contract and evidence.

Do not sign on the assumption that funding will follow. Conditional approval is not an assurance that every progress claim will be paid.

Key risks and decision gates

The main prefab risks are selecting a model before site validation, incomplete site-work pricing, inaccessible delivery, excessive off-site payments, supplier failure, undocumented product compliance and gaps between factory and site warranties. The main custom risks are design drift, late selections, incomplete tender documents, provisional-sum exposure, site delays and uncontrolled variations.

Both routes share planning, certification, service, builder, insurance and quality risks. Control them with four gates:

  1. Feasibility gate: intended use, site constraints and likely pathway are documented.
  2. Tender gate: both options use the same brief and whole-of-project scope.
  3. Contract gate: approvals, finance, licences, insurance, payments and responsibilities are independently checked.
  4. Handover gate: defects, certificates, occupation requirements, warranties and records are complete.

If evidence is missing at a gate, resolve it, proceed only under a clearly documented condition, or consciously accept the risk after qualified advice. Momentum is not evidence.

Choose the evidence, not the label

Prefab is strongest when a proven system fits the site, access is genuinely workable, interfaces are controlled and the payment structure is acceptable. Custom is strongest when site response or household needs justify tailored design and the owner is prepared to fund proper documentation and control decisions.

Select only after comparing complete proposals. The best option is the one that meets the brief with the clearest evidence, manageable risks and fewest unresolved responsibilities—not necessarily the one with the lowest advertised price or shortest headline timeline.
