The right granny-flat size is not automatically the largest area permitted by a planning rule. It is the smallest well-resolved dwelling that meets the occupants’ real needs while preserving lawful setbacks, site function, privacy, daylight, drainage, construction access and the usefulness of the main home.
Start with two different numbers. Permissible size is what the planning framework may allow. Suitable size is what works on this property for these occupants and this budget. A nominal maximum floor area is only one input. Site coverage, landscaped area, private open space, height, tree protection, parking, access and hazards can produce a smaller practical envelope.

Begin with people, not bedrooms
List the expected occupants and activities. A one-bedroom dwelling for one mobile adult has different circulation, storage and bathroom needs from a home intended for an older couple, a wheelchair user, a parent and child, or two adults working from home.
Document:
- number of regular and occasional occupants;
- required bedrooms and whether a study can serve multiple purposes;
- mobility, sensory and personal-care needs;
- storage for linen, cleaning, mobility aids, hobbies and outdoor equipment;
- cooking, laundry and entertaining patterns;
- privacy and acoustic needs;
- likely changes over ten or more years.
Do not shrink circulation blindly. A compact plan succeeds through fewer wasted corridors, good furniture placement and shared utility zones—not through doorways, kitchens and bathrooms that cannot be used comfortably.
Understand how “size” is measured
Floor-area definitions are jurisdiction-specific. Depending on the instrument, calculations may treat wall thicknesses, stairs, storage, decks, garages or attached elements differently. Ask the planner or designer to mark the measured boundary on the plan and cite the definition used.
NSW’s secondary dwelling guidance and the Housing SEPP are primary starting points for that state. Victoria’s Small second homes guidance addresses its up-to-60 m² framework. WA owners should use the current Residential Design Codes for ancillary dwellings. These examples demonstrate why a number taken from another state, an old blog or a display model cannot safely determine your design.
Also distinguish internal floor area from the land consumed by the project. Roof overhangs, decks, paths, steps, retaining, rainwater tanks, clothes drying, bins, parking and maintenance clearances may sit outside the advertised dwelling area but still compete for the site.
Derive the true building envelope
On a current survey, plot:
- legal boundaries and existing buildings;
- required front, side and rear setbacks;
- easements and authority infrastructure;
- trees and protection zones;
- flood, bushfire or other constrained areas;
- vehicle and pedestrian access;
- private open space and landscaped-area requirements;
- stormwater routes and changes in level;
- solar access and overlooking relationships.
The shape left over is the starting envelope. An irregular 55 m² footprint may be less functional than a clean 45 m² rectangle. Conversely, a carefully designed narrow plan may unlock a constrained side or rear zone without sacrificing the main garden.
Measure the effect on the principal home. Check daylight to existing windows, privacy between living rooms, outlook, noise, backyard use, driveway conflicts and access to clotheslines, bins and services. A granny flat that makes the original house materially worse can be the wrong size even if it is technically approvable.
Compare size bands by function
These are design prompts, not statutory thresholds or guarantees.
Compact studio or one-bedroom
A compact layout may suit one person, short stays or a highly constrained block. It can reduce foundations, roof area and conditioned volume, but requires disciplined storage and furniture planning. Test full-size furniture on the plan. Ensure the bed does not obstruct circulation and that cooking, laundry and living functions remain genuinely usable.
Comfortable one-bedroom
Additional area can support a separated bedroom, practical kitchen, dining space, laundry storage and accessible circulation. This is often more adaptable than squeezing in a second bedroom. For aging in place, prioritise a step-free route, bathroom manoeuvring space, a usable bedroom and capacity for future modifications.
Two-bedroom
Two bedrooms may suit a couple needing a study, siblings, a parent and child or shared occupancy. The second room brings more than its own walls: it can increase storage, hot-water demand, living-room expectations, parking pressure and outdoor-space needs. Test whether both bedrooms fit real beds and wardrobes without degrading ventilation or circulation.
Larger or specialised layouts
Where rules allow more area, do not assume it should all be built. Extra area may be justified for accessibility, a resident carer, family composition or a genuinely flexible room. It may also increase site works, energy use, approvals risk and loss of garden. Compare a larger footprint with alternatives such as better built-in storage, a covered outdoor area where lawful, or reconfiguration of the main dwelling.
Design quality can outperform area
The Australian Government’s Orientation guidance shows why the position of living spaces and glazing affects solar gain and comfort. Good orientation, shading, cross-ventilation and zoning can make a modest dwelling feel calm and generous. Poor orientation can make a larger dwelling dark, hot or expensive to condition.
Use a simple furniture test at scale:
- place beds, wardrobes and bedside access;
- show dining chairs pulled out;
- show refrigerator, oven and dishwasher door swings;
- reserve landing space at entries;
- test bathroom use and future grab-rail reinforcement;
- locate linen, vacuum, bins and laundry storage;
- draw an uninterrupted route from entry to bedroom, bathroom and living area.
The National Construction Code sets technical requirements, subject to state and territory adoption and variations. Its liveable housing provisions do not apply identically in every jurisdiction, so confirm the applicable edition and variations with the building surveyor or certifier. Small early choices—level entries, reinforced bathroom walls, usable door clearances and sensible service locations—can avoid expensive later work.
Balance size against total cost
Cost does not move in a perfectly straight line with floor area. Every dwelling needs expensive core elements such as a kitchen, bathroom, hot water, electrical work and connections. A very small dwelling may therefore have a high cost per square metre. At the other end, extra area adds structure, finishes, heating and cooling load, site coverage and sometimes approval complexity.
Compare options using total project cost, not a shell price:
- design, survey, engineering and energy assessment;
- approvals and authority charges;
- foundations, excavation and retaining;
- utility connections and upgrades;
- fire, bushfire, flood or acoustic requirements;
- decks, paths, drainage, landscaping and fencing;
- difficult access, cranes or manual handling;
- contingency and finance costs.
Price at least two tested options—for example, an efficient one-bedroom and a genuine two-bedroom—against the same site assumptions and inclusions.
A practical sizing sequence
- Write the occupant brief and identify future needs.
- Confirm the planning definition and applicable area measurement.
- Obtain a survey and plot every verified constraint.
- Calculate the remaining envelope, including external works.
- Prepare two or three scaled layouts, not just façade images.
- Place furniture and test circulation, privacy and storage.
- Review orientation and the main home’s amenity.
- Check the plans with the planner and certifier.
- Cost complete options with the same exclusions and contingency.
- Select the smallest option that satisfies the evidence-based brief.
Evidence checklist
Before fixing the size, keep:
- occupant and accessibility brief;
- current title and feature survey;
- planning-property report and statutory floor-area definition;
- site plan showing setbacks, coverage, open space and constraints;
- area schedule explaining inclusions and exclusions;
- furnished floor plans with critical dimensions;
- orientation, shading, privacy and ventilation review;
- service and stormwater concept;
- applicable NCC edition and jurisdictional variations;
- planner and certifier comments;
- comparable whole-of-project cost plans;
- written record of unresolved assumptions.
Warning signs
- The design begins at the jurisdiction’s maximum area without a site plan.
- “Two bedroom” rooms cannot fit beds, wardrobes and circulation.
- Decks, tanks, paths, bins and service clearances are absent.
- Floor area is quoted without the governing definition.
- The main home loses light, privacy or usable open space.
- Accessibility is deferred until an occupant needs it.
- A catalogue plan is priced before survey and service checks.
- The salesperson treats council precedent as approval.
- Bigger is justified only by an unverified rent or valuation claim.
Questions to ask
Which rule limits this design first: floor area, setbacks, coverage, open space, hazard controls or services? What does the area calculation include? Does every room work with real furniture? Can the dwelling adapt to foreseeable mobility needs? What amenity does the main house lose? Is a second bedroom worth its effect on cost and site function? Which assumption could force the footprint to shrink?

Start with current legislation and statutory planning instruments, official state and council property information, the adopted NCC and state variations, then surveys and advice from registered professionals. Use official design guidance to improve performance beyond minimum compliance. Treat display plans, supplier summaries and property-market commentary as secondary material requiring verification.
