A feasible granny-flat site is not simply a backyard with enough apparent room for a floor plan. It is a property where the intended dwelling has a supportable approval pathway, can be designed and constructed safely, can connect to services, works with the principal home and remains financially tolerable after risks and exclusions are exposed.

Feasibility is also purpose-specific. A site that works for compact family accommodation may not meet an owner’s expectations for accessibility, privacy, rental use or low-maintenance living. The correct early outcome may be proceed, proceed subject to evidence, redesign, or stop.

The seven tests of site feasibility

1. Legal and planning fit

Start with the legal lot, not a street address or real-estate diagram. Confirm title particulars, boundaries, easements, restrictions and the relationship with the principal dwelling. Then identify zoning and current planning controls.

NSW Planning describes a secondary dwelling as accommodation associated with a principal dwelling. Its official granny-flat material and the Planning Portal explain possible approval pathways, including complying development where every applicable requirement is satisfied. A site that fails a complying-development test is not automatically impossible; it may require a development application, redesign or a decision not to proceed. Only the responsible authority or certifier can determine the pathway for the current proposal.

Use the NSW Spatial Viewer and Service NSW property-search guidance for preliminary investigation. Mapping is a screening tool. Obtain current property documents and competent interpretation before relying on a layer, especially where boundaries, hazards or local controls are consequential.

2. A workable building envelope

Test more than gross backyard area. Plot the surveyed boundaries, principal dwelling, setbacks, trees, easements, services, retaining, private open space, vehicle areas and relevant hazard constraints. Allow for wall thickness, eaves, steps, ramps, landings, drainage and maintenance access.

Then test height and levels in three dimensions. A rectangle that fits on an aerial image may create excessive excavation, overlooking or a difficult entrance. Keep at least two concept options until planning, servicing and cost evidence begins to favour one.

3. Safe construction access

Measure the actual route from the street. Check gate width, overhead wires, eaves, trees, gradients, turning areas, driveway capacity and the need to pass the occupied home. Consider excavators, concrete delivery, cranes, scaffold, waste removal, emergency access and material storage.

Restricted access does not necessarily make a site unbuildable, but it may change the construction method, duration and cost. The feasibility budget should identify the assumed plant and logistics. If the design relies on neighbour access, record that as unresolved until a suitable legal arrangement exists; goodwill is not site control.

4. Ground, levels and water

Obtain a suitable survey and proportionate geotechnical advice. Relevant risks include reactive soil, uncontrolled fill, shallow rock, groundwater, buried structures and previous land use. Coordinate finished floor levels, footings, retaining and stormwater early.

Observe where water enters, moves through and leaves the property, but do not treat one dry inspection as proof. Review council and property-specific flood information. A mapped or observed flood issue requires qualified assessment of the applicable controls and design response. Similarly, retaining and drainage should protect both the new and existing dwelling rather than shifting water or instability to a neighbour.

5. Services and utility constraints

Identify sewer, water, stormwater, electricity, gas and communications, including private lines. Establish whether existing systems have capacity and whether connections, upgrades, pumps, easements or authority approvals may be required.

In Sydney Water’s area, its official guidance addresses building over or next to assets. Other utility areas have their own rules. A service line shown on a plan may not establish exact location, depth, condition or authority acceptance. Verify consequential assets and obtain utility-specific advice before fixing the footprint.

6. Hazards, environment and site history

Screen bushfire, flood, biodiversity, heritage, contamination, acid sulfate soils, coastal and other relevant constraints using official sources. The NSW Rural Fire Service explains bush-fire-prone land mapping, while the Biodiversity Values Map and Threshold Tool provides an official biodiversity screening source. These tools have defined purposes; neither alone decides the entire project.

Also inspect trees, habitat features, unstable slopes, drainage paths and evidence of imported fill or buried waste. Record past uses where known. A hazard may introduce assessment, design and maintenance obligations rather than an automatic refusal, but it must be understood before the design and budget are treated as reliable.

7. Household and financial fit

The dwelling should work as part of one property. Test pedestrian access, privacy, noise, daylight, outlook, bin storage, clothes drying, parking, outdoor space and the daily relationship between occupants. Consider ageing, disability and emergency needs if relevant. The National Construction Code supplies minimum technical requirements, subject to the applicable edition and jurisdictional variations; minimum compliance does not automatically deliver the household outcome.

Build a whole-project budget including reports, design, approvals, site works, services, building, external works, finance, escalation, temporary arrangements and contingency. A site may be technically possible but commercially unsuitable for the owner’s objective and risk capacity.

The evidence ladder

Move from cheap screening to more expensive investigation in stages.

Stage 1 — desktop screen: legal lot details, title information, current official mapping, aerial imagery, available approval history and utility searches. Record source dates and limitations.

Stage 2 — site observation: photos, approximate access measurements, visible levels, trees, drainage, structures, service indicators and occupancy constraints. Mark observations as unverified.

Stage 3 — professional inputs: feature and level survey, planning review, concept design, service advice, geotechnical or hazard assessments as warranted, and preliminary structural and stormwater thinking.

Stage 4 — coordinated feasibility: one controlled concept tested against planning, services, access, structure, drainage, household use and cost. List unresolved matters and quantify their potential effect where reasonably possible.

Stage 5 — approval and contract readiness: confirmed pathway, developed documents, consultant coordination, transparent tender comparison and clear hold points. Feasibility is not approval, and an approval is not a fixed-price guarantee.

Maintain a decision register with the question, current answer, evidence, reviewer, limitation, due date and decision unlocked. Use the labels known, assumed and decision consistently. If a critical assumption remains, the project should not silently advance past the point where reversal becomes expensive.

Decision controls

Control 1: no footprint freeze before constraints are plotted

Do not select a standard plan and force the site to accept it. Freeze the footprint only after survey, planning, access and service information have been coordinated to the level appropriate for the commitment.

Control 2: every critical claim needs an owner

“The sewer should be fine” is not a controlled conclusion. Assign the service question to the appropriate utility, coordinator or consultant and define acceptable evidence.

Control 3: test a downside case

Model what happens if access requires smaller plant, rock is encountered, a service must move, retaining increases or the approval pathway changes. The purpose is not to predict the worst; it is to know whether one foreseeable event makes the project unaffordable.

Control 4: separate design feasibility from approval

A designer may show that accommodation can fit. A planner or certifier assesses the pathway. Engineers and utility authorities address different technical matters. Keep these roles distinct and reconcile their findings.

Control 5: set stop conditions

Examples include inability to establish a supportable pathway, unacceptable flood or bushfire response, no viable sewer solution, unsafe access, loss of essential amenity or a risk-adjusted budget beyond the owner’s limit. A stop decision can prevent sunk-cost escalation.

Warning signs

  • Feasibility is declared from an aerial image or generic plan.
  • Lot area is treated as the only planning test.
  • The quote excludes site works and services but is presented as a project total.
  • No one can identify the title, survey or drawing revision being used.
  • A map screenshot is described as formal property advice.
  • Sewer, stormwater and finished floor levels are postponed until after design.
  • Access is described as “tight but workable” without measurements or a logistics plan.
  • A hazard is dismissed because neighbouring properties have buildings.
  • The project depends on unconfirmed neighbour access or removal of a protected tree.
  • Rental, value or approval claims are presented as guaranteed.
  • Different consultants are working from different footprints or site information.

Questions to ask before proceeding

Planning and title

  • What is the legal lot and intended statutory definition of the proposal?
  • Which pathway is being assessed, and which current provisions support it?
  • What title restrictions, easements, mapped constraints or council controls may matter?
  • Which issue could force a development application or redesign?

Design and living

  • Who will occupy the dwelling, and what privacy, access and adaptability do they need?
  • What outdoor space, parking or amenity does the principal home lose?
  • Can both dwellings be maintained without entering private areas?

Construction and services

  • What machinery and deliveries can physically reach the site?
  • Where are services, what capacity exists and which authority approvals are required?
  • What do the survey and ground investigation establish—and not establish?
  • How will stormwater, retaining and excavation affect adjoining property?

Budget and governance

  • Which amounts are fixed, provisional, excluded or owner supplied?
  • What evidence releases the project to the next stage?
  • What is the downside allowance for unresolved site risks?
  • Who may approve a change, and how will time and cost be recorded?

A practical feasibility verdict

Finish the early review with a one-page verdict, not a vague “looks possible”. State the preferred concept, pathway under investigation, critical evidence, current cost range basis, unresolved risks, next actions, responsible parties and stop conditions. Date it and attach the source register.

A good site is not necessarily flat, large or unrestricted. It is one whose constraints are identified early enough to shape a lawful, buildable and useful solution—and whose remaining uncertainty is visible enough for the owner to make an informed decision.
