Site works are where a seemingly simple granny-flat budget can become uncertain. Excavation may expose rock, uncontrolled fill, buried structures, groundwater, contamination or services that were not visible during a sales visit. Tight side access can require smaller machines, hand work, extra handling or a crane. Retaining, drainage and spoil disposal may cost more than moving the soil itself.

A sound budget does not pretend these unknowns have disappeared. It progressively replaces assumptions with evidence, allocates responsibility and keeps a contingency for risks that cannot reasonably be confirmed before excavation.

What “site works” should include

A builder’s site-works allowance may cover only selected tasks. For budgeting, review the complete chain:

  • survey, set-out, geotechnical investigation and engineering;
  • demolition, vegetation management and clearing where authorised;
  • temporary fencing, amenities and protection of the existing home;
  • service locating, isolation, relocation and new connections;
  • access preparation, traffic control and protection of driveways;
  • stripping topsoil, cut, fill, compaction and proof testing;
  • excavation for footings, slabs, piers, tanks and service trenches;
  • rock excavation, dewatering and temporary support;
  • retaining walls, shoring and protection of neighbouring structures;
  • classification, loading, transport and lawful disposal of spoil;
  • imported engineered fill, aggregate and backfilling;
  • erosion, sediment, dust, noise and stormwater controls;
  • reinstatement of landscaping, paving, fences and disturbed services; and
  • records, inspections, testing and as-constructed information.

If one of these items is absent from a proposal, do not assume it is included elsewhere. Assign an owner and a budget status.

Start with evidence, not a square-metre rate

Survey and levels

A suitable feature and level survey helps the designer and engineer understand boundaries, existing structures, significant features and vertical change. The important quantity is not merely “the block slopes”; it is the relationship among the proposed floor level, excavation, retaining, drainage, access and the existing house. Confirm the survey’s purpose, currency and limitations.

Geotechnical information

A geotechnical investigation can inform soil profile, reactivity, bearing assumptions, fill, groundwater and excavation conditions at tested locations. It reduces uncertainty but cannot reveal every buried condition. Ask what was tested, where, to what depth and what remains outside scope. Ensure the structural engineer receives the report and that the concept responds to it.

Service information

Use Before You Dig Australia and the relevant asset owners as preliminary sources, then arrange the additional locating and verification appropriate to the work. Plans may not identify every private service or exact depth. SafeWork guidance treats underground and overhead services as excavation hazards requiring planning and control.

Planning and environmental constraints

Earthworks can be controlled by an approval, complying-development standards, council rules and site constraints. The NSW Planning Portal’s earthworks guidance is a starting point, while the approval documents for the specific project control the authorised scope. Sediment leaving a site can affect drains and waterways; establish erosion and sediment controls before disturbing soil, informed by current requirements and the NSW “Blue Book” framework.

Build a risk-based cost plan

Avoid one undifferentiated “site costs” line. Use a schedule that shows quantity, rate or allowance, basis, inclusion, exclusion, risk owner, evidence needed and trigger for change.

Known scope

Known scope is supported by current drawings, reports or measured quantities. Examples may include a surveyed cut level, a specified retaining-wall length or an approved service route. It is still subject to contract terms, but it should not be described as provisional merely because estimating is inconvenient.

Provisional scope

Some work cannot be finally quantified before opening the ground. A provisional sum should identify the assumed quantity and rate, how actual cost will be calculated, what evidence will support adjustment and whether overheads or margins apply. “Rock extra” without a definition, rate or measurement method is not a useful budget control.

Excluded scope

List exclusions explicitly: contaminated material, acid sulfate soil management, unexpected asbestos, export tipping fees, utility authority charges, neighbour access, traffic control, pumping, after-hours work or reinstatement. Then either price them elsewhere or record the risk rather than allowing them to vanish.

Contingency

Contingency is not a substitute for investigation. Keep separate allowances for design development, site-condition risk and owner changes so one category does not conceal another. Set release authority: contingency should be spent only against a documented event, quote or variation reviewed for time and design consequences.

Cost drivers that deserve separate testing

Access and logistics: Measure gate width, height restrictions, turning space, gradients and load limits. Confirm how machinery, concrete, spoil bins and materials will reach the work area while residents and neighbours remain safe.

Cut-and-fill balance: Reusing suitable material on site may reduce export, but only if approved, geotechnically suitable and compatible with levels, drainage and landscaping. Excess excavation can multiply truck movements and disposal costs.

Rock: Ask how rock will be identified and measured, which plant or technique is assumed, and how vibration, noise and adjacent buildings will be managed. A generic rock allowance is weak without a contractual mechanism.

Spoil classification and disposal: Soil is not automatically clean fill. Previous land use, imported fill, staining, odour or unexpected materials may require assessment. Confirm who classifies material, selects lawful facilities, retains dockets and pays if classification changes.

Retaining and temporary support: The visible finished wall may be only part of the cost. Include engineering, excavation, drainage, waterproofing where applicable, backfill, access, boundary relationships and temporary support.

Water: Surface runoff, perched water, groundwater and dewatering can affect excavation and neighbouring land. Coordinate temporary controls with the permanent stormwater design rather than treating pumping as an ad hoc site response.

Existing structures and trees: Excavation near the principal dwelling, fences, pools, trees or neighbour improvements may require engineering, arboricultural advice, condition records and restricted methods.

Decision controls and hold points

Before concept selection

Confirm the intended footprint, preliminary levels, access route, likely service corridors and major mapped constraints. Reject concepts that only fit on a two-dimensional plan.

Before approval or detailed design

Obtain the survey and proportionate investigations. Coordinate architecture, structure, stormwater, retaining and services. Record each unresolved condition with an owner and a response if the assumption fails.

Before signing a contract

Issue the same document set to tenderers. Reconcile quantities, inclusions, exclusions and provisional sums line by line. Confirm contractual definitions for latent conditions, rock, delay, disposal and variations. Obtain legal advice on the contract where appropriate.

Before excavation

Verify approval conditions, set-out, service locations, access controls, sediment measures, neighbour protections and required inspections. SafeWork NSW and Safe Work Australia guidance should inform the excavation risk controls implemented by competent duty holders.

During excavation

Use a variation protocol: stop where necessary, photograph the condition with scale and location, obtain competent advice, define options, price quantity and rate, assess delay, approve in writing, and update drawings or engineering before proceeding. Do not let urgent plant hire replace technical review.

Before backfilling or concealment

Complete required inspections, compaction tests, service records, waterproofing evidence and photographs. Record imported and exported material and retain disposal or delivery dockets.

Warning signs

  • A fixed site price is offered before anyone has reviewed access, levels, services or ground information.
  • Large allowances have no quantities, rates or adjustment method.
  • “Standard excavation” or “normal soil” is undefined.
  • Rock, groundwater, contamination and retaining are all excluded.
  • The contractor cannot explain where spoil will legally go.
  • Service plans are treated as exact proof of location and depth.
  • Earthworks are designed separately from drainage and structural levels.
  • Excavation near a boundary or existing building has no temporary-support review.
  • Sediment control is deferred until after clearing.
  • Verbal instructions are used for costly variations.
  • The cheapest tender omits reinstatement, testing, authority work or disposal.

Questions to ask

Designer and engineer

  • Which levels and structural decisions drive cut, fill and retaining?
  • What investigation supports the footing and excavation assumptions?
  • What changes if fill, rock or water is encountered?
  • Are permanent and temporary drainage coordinated?

Builder and earthworks contractor

  • What exact tasks, quantities and plant are included?
  • How are rock, unsuitable material and additional excavation measured?
  • Who pays for testing, cartage, tipping, traffic control and reinstatement?
  • What evidence accompanies a latent-condition claim?
  • Which work must be inspected before concealment?

Planner, certifier and council

  • What earthworks are authorised by the approval?
  • Are there limits, conditions or separate permits affecting retaining, trees, roads or stormwater?
  • What inspections and records are required?

Environmental and safety advisers

  • What is the response to suspect material, odour, staining or buried waste?
  • How will excavation collapse, mobile plant and services be controlled?
  • Where will water and sediment be contained?
